Peace vs. Justice

For almost 20 years, the government of President Museveniin Uganda has been battling the Lord's Resistance Army (LRA) insurgency in northern Uganda. The conflict has been described as one of the worst humanitarian crises in the world. Having failed to end the conflict militarily, the government of Uganda invited the International Criminal Court (ICC) to investigate the activities of the LRA with the intention to prosecute the rebel leaders, who are responsible for the most egregious human rights
abuses (kidnapping children and forcing them to fight) that have been perpetrated in this conflict.
But what if the victims of heinous crimes don't want the court's justice? And what if the ICC's indictment threatens to undermine peace?
We propose to tell the multilayered story of the ICC's effort to mete out justice in Uganda through Lachembel, a garrulous middle-aged deejay in the northern Ugandan town of Gulu, Matthew Brubacher, a Canadian lawyer and the former chief investigator for the ICC case in Uganda and Betty Bigombe. For years she was the negotiator for the Uganda Government and a strong force behind the peace treaty of Juba, which Kony refused to sign at the last moment in 2008
